Budget 2025-26
For the second consecutive year, Thillankery Grama Panchayat is presenting a Gender Budget. In Kannur district, we had already undertaken detailed surveys and studies on the concept of a women-friendly Panchayat, and in the financial year 2021–22, we published a Women-Friendly Policy Document.
Our vision of a Gender-Friendly Budget is not limited to interventions exclusively in the women’s sector. It encompasses people from various sections of society who are marginalized, disadvantaged or facing difficulties in their lives. In our understanding, the concept of gender includes sexual minorities (LGBTQ+ community), Scheduled Tribes, Scheduled Castes, senior citizens, persons with disabilities and children, among other vulnerable groups.
While we share ambitious dreams for development, we also face the reality that the resources available to us are limited. Our Grama Panchayat is one where the own-source revenue is sufficient mainly to meet day-to-day administrative expenses.
Despite these financial constraints, we are allocating 25% of the Annual Plan Fund towards the Gender-Friendly Panchayat initiative. This reflects our commitment to inclusive development, social justice and ensuring equal opportunities and welfare for all sections of society.
